Summary of major changes in latest rules update

* Sponsor/Team Logo placement (Section 2.6) 

* No golden goal (3.1). 
  - Many teams play at different levels of ability as different colours - golden goal may add a large bias based on who won the toss. Use penalty shootout instead.

* On kickoff, the ball is placed on the field just before set is called, rather than just after set is called. (3.5)
  - This allows the robot kicking off to position itself relative to the actual location of the ball for kickoff.

* Penalty Kick shoot-out rules modified (3.8)

* No more 50cm closest robot limit when the ball is replaced after going out.  Replaced by 'near' the "boy" point (3.9).

* Slight modification of Head Referee duties (5.1)
  - Allows the referee to delegate time keeping to the GameController operator.

* Referee uniform restricted to black (5.5)
